Inch Creek Hatchery Modernization: Construction of Tub Module

As part of the Pacific Salmon Strategy Initiative (PSSI), the Inch Creek Hatchery was selected to receive funding to expand the aquaculture capacity onsite in order to meet specific conservation enhancement targets for salmonid populations. To facilitate the required program expansion, the overall rearing capacity of the hatchery must be expanded.

 

This project will take part in various phases and is occurring within a previously developed area. Phase 1 includes the removal of material, fill and asphalt, total footprint is 3700 m2. The intent of Phase 1 is to bring the already developed area to a suitable grade for the next phase. Phase 2 of the project includes the construction and installation of rearing tubs, underground utility lines and fencing. Phase 3 involves the repaving of the area surrounding the rearing tubs and covers an area of 3000 m2.

 

Phase 1 involves the following preparation work:

  • Stripping or organic soils and materials (footprint 1600 m2); some material will be stockpiled onsite. The remaining material will be disposed of at an appropriate facility.
  • Stripping of asphalt, and materials beneath (footprint 2100 m2); approximately 105 m3 of asphalt will be disposed with subsequent materials to prepare the site for appropriate grading. Material will be disposed of at an appropriate facility.
  • Site grading: Suitable granular fill per geotechnical recommendations will need to be imported to site in order to achieve the desired site grading. In areas where paving will occur, suitable engineered fill consisting of 75 mm minus and 19 mm minus will be imported to form the pavement structure. Fill depths will range from 0.30 m to 2.0 m throughout the 3700 m2 impact area.

 

Phase 2: Installation of underground services, rearing tubs and fencing

  • Underground Services (footprint 200 m2) include the installation of the following:
    • Water Supply Lines: Install 300 mm diameter HDPE or PVC supply pipes at a depth of 1.5 m. Install underground rated gate valves at all pipe intersections and at the base of tubs to allow for isolation.
    • Water Drain Lines: Install 300 mm diameter HDPE or PVC drain lines at a maximum depth of 1.0 m.
    • Air Lines: 75 mm diameter air lines branching to every tank to allow for airlift systems to be used.
    • Electrical Conduit: Install four 20mm diameter conduits running to each tank and the Incubation Building. The conduits will be used for low voltage electrical to support monitoring and SCADA equipment, and for power supply to tubs and incubation.
  • Fiberglass Rearing Tubs (footprint 90.40 m2): Installation of 28 circular fibreglass rearing tubs of various sizes to achieve a 1.06m working height.

      The tub farm module will consist of:

    • Twelve 1.83 m diameter tubs with a depth of 0.91 m placed on the ground surface
    • Twelve 3.66 m diameter tubs with a depth of 1.22 m buried to a depth of 0.15 m below the ground surface
    • Four 6.10 m diameter tubs with a depth of 1.52 m buried to a depth of 0.46 m below the ground surface.
    • All tubs will be tied directly to underground utilities noted above.
  • Fencing:  Install 250 m of fencing to delineate bio-security zone and to keep wildlife from interfering with hatchery operations.

 

Phase 3: Repaving of area surrounding the new tub module infrastructure (Footprint 3000 m2) with asphalt (thickness: 75 mm)

 

No tree or vegetation removal will be required for the above works. The proposed work is to take place on already developed land. Soil and materials to be removed from site will be disposed of at an accredited facility, and will be tested prior to removal. Erosion and sediment control measures, a Spill Prevention and Plan, and a Waste Management Plan will be developed and in place prior to construction occurring. All equipment and crews will arrive on site via public road.

 

Inch Creek Hatchery is located in Dewdney, BC, approximately 11 kilometres east of the town of Mission, BC. The 5.77 ha site consists mainly of active hatchery footprint, surrounded by various grassy and wooded areas.  The site is under jurisdiction of DFO, and as such is on federal land.

March 11, 2024 – The public comment period on the project and its potential for causing adverse effects is closed. The Department of Fisheries and Oceans Canada is considering comments received to inform its determination on whether the project is likely to cause significant adverse environmental effects.
