Coal water treatment plant upgrades - Neptune Terminal

The proposed project

Neptune Bulk Terminals Ltd. (the Applicant) is proposing to upgrade the coal water treatment system located at their terminal. The system treats a mixture of stormwater runoff and any process water that contacts coal product from the coal handling parts only on the site. The new system will include coagulation, flocculation, clarification, and the use of a centrifuge for dewatering solids. The upgrades will meet existing quality and quantity objectives under the current discharge permit. The proposed project will not result in any change to the existing coal water treatment systems permitted discharge capacity, which is 12,000 cubic metres per day. The existing treatment system will remain in place and will continue to be used. The new facility will be located within the southern coal yard (northeast area of the terminal) and will be approximately 1,775 square metres in size.

The Project consists of: a retaining wall; round improvements including 610 mm steel piles or vibro replacement columns located under the wall, buildings, and tank infrastructure; New and relocated utilities for the treatment plant such as water, storm and electrical; a new chemical building and a dewatering building housing two centrifuges; a coagulation tank, on concrete slab; and a dewatering system.
