GRT Holdings Ltd. Construction and Operation of Soil Treatment Facility -DUKE POINT

GRT Holdings Ltd. (GRT), has made an application to the Nanaimo Port Authority (NPA) December 11, 2020 to construct and operate a non-hazardous soil treatment facility at 750 Dalholt Road, Duke Point, Nanaimo, British Columbia (the Site).  The Site facility will import excess soils, non-hazardous waste contaminated soils and dredgeate materials, either via barge using an existing barge ramp located adjacent to the Site or via truck from local construction sites, for treatment and recycling into usable materials. The project is occurring on approximately 1.6 hectares (four acres) of federal land zoned for industrial use.  There are no in water works associated with this project.  

The project will be constructed in two phases.  During Phase 1 a containerized "fully enclosed" mobile plant will be placed on a constructed asphalt surface.   A temporary structure will be erected to cover the materials received for treatment.  Aggregate and treated materials will be stored in covered lock block cells to be located on the constructed asphalt surface.  Rock and clean sand from the soil treatment process will be stored uncovered on the Site.   Waste products generated by the soil treatment process will be temporarily stored on Site in containers and removed from site for recycling or permitted disposal.   Wastewater from the treatment process will also be collected in storage tanks within a containment area and removed from site for permitted disposal.    Phase 1 mobile plant operations are planned to commence February 2021 where it is estimated that one barge would be unloaded per week from the existing barge ramp on Dalholt Road.  Vehicle parking and truck staging will all occur on the newly paved and fenced Site. The barge ramp facility will operate Monday to Saturday between 7:00 a.m. and 7:00 pm.    The mobile soil treatment plant will operate 10 hours per day four days per week moving to eventual 24/7 plant operations.   Soil deliveries and shipments will be between 7:00 AM and 7:00 PM Monday to Saturday.  Approximately 250 trucks per week, or about 36 trucks per working day, would arrive at the Site during mobile plant operations. 

The Phase 2 fixed plant will commence construction during the mobile plant operation and will be located on the same 1.6 ha Site and will replace the mobile plant that will be repurposed for use elsewhere.  The fixed plant will be constructed on a concrete pad and fully enclosed within a prefabricated steel building.  The fixed plant will include a lined receiving pad in the constructed steel building, expanded covered aggregate storage area, a parking lot for employees, and a separate clay storage building.  Limited road improvement works will also be required on Dalholt Road to improve access to the Site.  The Site will be graded to collect and divert stormwater to a constructed stormwater collection and treatment system.   In addition, the fixed plant will require connection to the City of Nanaimo water supply and the Regional District of Nanaimo sanitary sewer for operation.  The Phase 2 fixed plant is scheduled to be operational in May 2022 where two barges would be unloaded per week at the existing barge ramp. All vehicle parking and truck staging will still occur on the Site. The barge ramp facility would continue to operate Monday to Saturday between 7:00 a.m. and 7:00 p.m.   The fixed soil processing plant will also operate 24/7 and will include mitigation to reduce nuisance noise and fugitive light emissions.   Approximately 500 trucks per week, or 83 trucks per working day, are anticipated for peak fixed plant operations.
