Modification of Existing Petroleum Storage Facility

Project Type:  Modifications of an Existing Petroleum Storage Facility

Proponent:     World Fuel Services Canada ULC

Authority:      Victoria Airport Authority (VAA)

Location:        Victoria International Airport (YYJ) – Sidney, BC

Schedule:        January – November 2020

Project Description

This project involves the construction of new fuel storage tanks and dispensing equipment to replace existing equipment to be decommissioned and removed. New aboveground double-walled fuel storage tanks will store up to 355,000 litres of aviation fuels and replace existing equipment containing up to 506,000 litres.  The storage volume reduction is a reflection of delivery efficiencies and current fuel demand; however, the standardized design of the new equipment will facilitate expansion as future demand requires. The project also includes new receiving and dispensing equipment and minor ground disturbances to construct concrete support pads for the new tanks and equipment.

Construction activities will generally occur during normal business hours; however, some night work may be required.  Types of activity include survey, civil work, welding, piping, mechanical, electrical, crane work, and general materials handling. The project is located on the airside/groundside boundary in the southwest region of the airport. The project is fully contained on an existing lease and construction activities are not expected to affect airport operations or the adjacent public roads.

The project will occur in two main phases to maintain continuous operations during construction. The first phase is construction and commissioning of the new tanks and equipment. The second phase includes the dismantling and removal of existing storage tanks and dispensing equipment. The project will modernize the facility to updated fuel handling standards and provide airlines and users at the Victoria International Airport with continued reliable fueling services for the future.
