Mariner Seafoods Shoreline Protection

JJM Construction Ltd., on behalf of Mariner Seafoods Ltd., (the Applicant) is proposing to conduct improvements to existing shoreline protection infrastructure along the foreshore of the leased property at 2295 Commissioner Street, Vancouver, B.C. The project consists of the removal and disposal of debris and concrete slabs, salvage of existing rip rap, and import of new materials to the site. The Applicant proposes to salvage existing rip rap from the upper shoreline for re-use in re-contouring the upper shoreline to a consistent slope. The Applicant proposes to install filter cloth over the re-contoured slope, place a 400 millimetre layer of filter rock over the filter cloth, and place a 900 millimetre thick layer of rip rap over the filter rock.

The shoreline restoration will be completed in sections of 5-10 metres width that can be completed in a single shift to prevent exposure of unprotected slopes to water and waves. A silt curtain will be deployed to contain suspended solids along the sections of shoreline under active construction. The work will be done during low tide conditions, such that all works will be completed in the dry. No in-water work is planned. The work will be performed using a combination of marine and land based equipment. Materials will be brought to the site by barge to reduce traffic impacts. A clamshell crane on a spud barge will be used to transfer the debris and concrete from the shoreline to a small flat materials barge for transport to an accredited offsite facility for disposal. Following debris removal the clamshell crane will transfer the new materials from the barge and place the material on the shoreline. A medium sized, zero tail-swing excavator will be used on shore to assist with re-grading the upper slope.
