Amendment to the construction hours and permit expiry date for the approved Sediment Remediation and Dike Construction

The Proposed Amendment 

Advisian on behalf of Anthem Duncan Developments LP have proposed to carry out physical works related to the approved Project Permit No. 16-179: Sediment Remediation and Dike Construction beyond the standard construction hours (Condition 24 of the permit), and have also requested to extend the permit expiry date from February 28, 2021 to February 28, 2022. 

Low tide in February may occur late or early in the day and outside of the standard work hours of 7:00 a.m. to 8:00 p.m. The extended work hours amendment is being requested 24 hours a day, seven days a week, to allow for intertidal construction to be completed before, during and after low tide in February 2021. All other approved works will occur during standard hours. Intertidal works are proposed to occur during low tide to minimize erosion and sedimentation and to increase the effectiveness of construction works. Temporary lighting required for night works will be directed down and away from residential lines of site as much as possible. Potential noise will include movement from an excavator and front-end loader and a generator.  

The permit expiry extension is being requested because additional time is required to complete the project. The permit was approved July 11, 2019 with an expiry of February 28, 2021. The shoreline remediation and protection design has evolved and is taking longer to complete than anticipated. The proponent has requested a new permit expiry of February 28, 2022 to complete the project within the permitted timeframe.

New Westminster, B.C. – February 10, 2021 – The Vancouver Fraser Port Authority has determined that the proposed amendment to the construction hours and permit expiry date for the approved Sediment Remediation and Dike Construction, at 177 Duncan Street, is not likely to cause significant adverse environmental effects.
