Proposed In Situ Abandonment of an Existing Retired Sewer Located on 155 and 170 Island Park Drive

The City of Ottawa is undertaking the abandonment of approximately 1500 meters of an existing, retired and not in-service City of Ottawa owned sanitary sewer on vacant lands and lands occupied by transportation infrastructure owned by the National Capital Commission (NCC).

 

The overall site of the proposed abandonment is located within and adjacent to the Sir John A. Macdonald Parkway Corridor, between Churchill Avenue and Patricia Avenue in Ottawa. NCC properties affected by the work include 155 and 170 Island Park Drive. The project is subject to a federal land use, design, and real estate transaction approval under the National Capital Act.

 

The proposed sewer will be abandoned in place, which will require minimal disturbance to Federal Lands, including impacts to trees and existing vegetation. Before the work is undertaken, access will be required to each of the 13 maintenance holes along the sewer alignment using light duty machines and equipment. Access to maintenance holes within the low-lying area, mapped as an "Unevaluated Wetland", adjacent to the Sir John A. Macdonald Parkway, will utilize existing NCC trails. Each maintenance hole cover and frame within this area would be permanently removed and the ground excavated down approximately 0.3 meters. Maintenance holes associated with the work within the Parkway will be removed 2.4 meters below the paved surface.  Approximately 300 cubic meters of flowable concrete will be pumped into the existing retired sewer to fill the void area within the pipe. After the concrete work is complete, a select subgrade fill would be placed into each maintenance hole, compacted, and graded flush with the existing ground. Disturbed areas within the Parkway will be reinstated with asphalt. All disturbed areas adjacent to the Parkway will be restored to a naturalized state, including compensation for the removal of trees greater than 10 cm diameter at breast height (dbh) and the provisions for seed mixes endemic to the Ottawa region.

 

Scheduled sewer abandonment works are planned to start and finish in fall 2023.

To help inform this determination, the National Capital Commission is inviting public comments until February 24, 2023, respecting that determination.
