Project Widening of Emergency Route ER4 – Ottawa International Airport (OIA)

Emergency Route ER4 is located between the threshold of Runway 07 on the east side of Limebank Road. The current emergency route is only wide enough for one-way traffic. The intent of this project is to widen the area to allow two-way traffic. This widening will allow emergency vehicles to pass safely during an emergency situation. The project will use excess asphalt millings from a taxiway rehabilitation project to widen the existing emergency route.

Ottawa — February 22, 2022 — The Ottawa International Airport Authority (OIAA) has determined that the proposed project to widen  Emergency Route 4, located on east of Limebank Road in Ottawa, Ontario, is not likely to cause significant adverse environmental effects if the following mitigation measures are followed:

 General Mitigation Measures

  • Undertake daily pre-construction sweeps of active work areas before the workday begins to confirm wildlife have not entered the site. Any wildlife encountered in a work area during site clearing or subsequent construction activities should be allowed to leave the area unharmed on their own. No attempts to capture or handle wildlife should occur unless an animal is in imminent danger or otherwise cannot wait for rescue by qualified personnel.
  • Use a native seed mix to re-vegetate disturbed areas upon completion of construction.
  • Regular inspection and maintenance of erosion and sediment control measures and structures during the course of construction.
  • Remove non-biodegradable erosion and sediment control materials once site is stabilized.
  • Remove all construction materials from site upon project completion.
  • Ensure that machinery arrives on site in a clean condition and is maintained free of fluid leaks, invasive species, and noxious weeds.
  • Control all activity to prevent entry of any petroleum products, debris or other potential contaminants/deleterious substances to the watercourse.
  • Conduct storage, refueling, and maintenance of equipment at least 30 m away from the watercourse.
  • Ash trees are permitted to be chipped on site and/or removed or cut down and removed from site. Chipped Ash material that is to remain on site must be ground or chipped to a size of less than 2.5 cm in any two dimensions. All Ash material chipped or whole that is to be removed from site must be disposed of within the Regulated Areas of Canada.

Birds

  • Vegetation removal or disturbance should be kept to a minimum and should be scheduled to occur outside of the overall bird nesting season of April 1st to August 31st.
  • If vegetation removal or disturbance is required between April 1st and August 31st, a qualified Biologist should complete a nest sweep for active nesting activity prior to vegetation removal.
 

Reptiles and Amphibians

  • Installation of exclusion fence during the active season (March to October; Ontario Ministry of Natural Resources and Forestry, 2016). Properly installed and maintained light-duty geotextile fence can function as an exclusion fence for temporary works (less than 1 year).
  • Stockpiles of sand and/or gravel should be surrounded by exclusion fence to prevent turtle nesting.
  • Fencing should be inspected and repaired daily to maintain its effectiveness and avoid potential breaches.

Fish

  • Install and maintain erosion and sediment control measures before starting work to prevent sediment from entering the water body.
  • Use of properly installed silt fencing or similar erosion control measures to prevent contaminated/sediment laden run-off water from entering either watercourse.
  • Minimize vegetation removal where possible and utilize proper clearing and grubbing techniques. All retained vegetation should be delineated and protected.
  • Whenever possible, operate machinery on land above the high-water mark in a manner that minimizes disturbance to the banks and bed of the waterbody.

Species at Risk (SAR)

  • Stockpiles of sand and/or gravel should be covered during the bird nesting period (April 1st to August 31st) to prevent Bank Swallows from nesting there.
  • If a SAR is found within the construction area, work should be diverted from that area until the animal can leave the area on its own.
  • Construction timing should occur outside of the bird breeding season (April 1st to August 31st) to ensure no impact to breeding SAR birds. Nest weeps as described above should be undertaken if this is not possible.
