HMP0005 - Honoré Mercier Bridge, Repairs to piers and mobile bearing cases, painting, and reinforcement of steel components, phase 3

The goal of the project "HMP0005 – Honoré Mercier Bridge, Repairs to Piers and Mobile Bearing Cases, Painting, and Reinforcement of Steel Components, Phase 3" is to continue to replace the corrosion protection coating of the steel structure, repair and reinforce the reinforced concrete piers and structural steel, and repair or replace the bearing cases in the section of the Honoré Mercier Bridge that is under federal jurisdiction. This repair and replacement work on some of the structure's components will be defined using an optimal work approach to optimize mobilization costs while adequately managing risks. This work is also part of a strategy to extend the service life of the federal section of the bridge until its 125th anniversary. Note that the federal section of the Honoré Mercier Bridge spans the St. Lawrence Seaway and the adjacent Île Maline and includes the ramps from the South Shore that cross the Kahnawà:ke Reserve.

Work on this project will be carried out from 2021 to 2023.

The project specifically includes:

  • Repairs to Piers E05 to E09, E13, E14, 37, 38, 42 and W06 to W08: complete repairs to the foundation units up to the bearing cases.
  • Repairs to the mobile bearings for the identified piers.
  • Repairs and reinforcements of the steel structure as well as paint replacement on Spans W07 to W12 and 31 to E03: paint replacement for the identified spans and repair of secondary steel elements in the spans identified for painting.

The environment around the project includes access lanes to the Honoré Mercier Bridge that are located on ground that is generally flat as well as areas with peregrine falcon nests and a number of cliff swallow nests. The paint on the bridge's steel structures contains lead and there is a presence of contaminated soil at the base of some pier.

The public comment period on the project is closed. The Jacques Cartier and Champlain Bridges Incorporated is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
