Application to Perform Skywire Replacement Work Impacting International Power Lines L33P and L34P

Hydro One Network Inc. (Hydro One) proposes to perform skywire replacement work on the double circuit 230 kV transmission towers above L33P and L34P International Power Line (IPL) circuits (Project). Two 4.08-kilometre skywires will be replaced with two new optical ground wires (OPGW), one atop the L33P circuit and one atop the L34P circuit. The copperweld type skywires were installed in 1956 and testing has revealed that the wire is approaching the end of its useful life and requires replacement.

The proposed activities for the Project will occur within the St. Lawrence Transmission Station and along the existing IPL L33P and L34P right-of-way. The replacement of the skywire will be completed using cranes and heavy equipment to string and pull the new OPGW/skywire. Construction is proposed to occur in February and March of 2024, with an anticipated in-service date of March 2024. The work will start at the St Lawrence Transmission Station, located near Cornwall, Ontario (ON), and span along the IPL circuits across the St. Lawrence River into New York State, United States of America (USA), and end at the New York Power Authority's Tower 2-1, which is also known as ‘D.R. Moses STR 2-1 Junction (JCT)'.

A portion of the L33P and L34P IPL right-of-way in Canada crosses federally owned lands and a federal waterway, under the jurisdiction of the St. Lawrence Seaway Management Corporation. These lands are crossed by the IPL right-of-way between 2nd Street W in Cornwall, ON and the Canada/USA border, located midway across the St. Lawrence River. On these lands, IPL L33P and L34P are located above-ground between Structure #11 and the Massena JCT. The Project work proposed on these federal lands consists of Construction staff accessing Structures #11 and #12 (and not utilizing heavy equipment) to re-string the shieldwire (i.e., skywire). Both forementioned structures are directly adjacent to existing parking lots or roads that will enable access.
