Blair Road Transit Priority and High Occupancy Vehicle Lanes (Blair LRT Station to Innes Road)

The City of Ottawa is moving forward with the Recommended Plan prepared as part of the "Blair Road Transit Priority (Innes Road to Blair Road LRT Station) Environmental Study Report" completed in 2021. The City of Ottawa will be undertaking the preliminary and detailed design for Blair Road improvements, including the widening for transit priority and high occupancy vehicle (HOV) lanes between Blair LRT Station and Innes Road to achieve improved transit travel time and service reliability and help achieve higher transit ridership. The shared HOV lanes with transit will address growth in travel demand in the future and help achieve the City's Official Plan goal of increasing trips made by sustainable modes of transportation. New pedestrian and cycling facilities along the road corridor are also proposed to provide connectivity, promote active transportation and to improve safety for all road users.

 

National Capital Commission (NCC) land affected by the proposed project is located on the east side of Blair Road, immediately adjacent to the existing City of Ottawa Right-of-Way (ROW). The affected federal property is known municipally as 1471 Blair Rd and is designated as National Interest Land Mass (NILM) and Greenbelt. A portion of the property is occupied by the Pine View Golf Course (Figure 1). The project is subject to a federal land use, design, and real estate transaction approval under the National Capital Act.

The proposed works on NCC land are largely required to accommodate grading, drainage and stormwater management for the improved roadway design that includes the provision for landscape plantings. Additionally, portions of the NCC property will be used for permanent infrastructure including a cycle track and sidewalk. Overall, the total area of NCC land affected by the proposed project is less than 1 hectare (~10,000 m2) in size, contained within a narrow strip of land running parallel to the Blair Road ROW, over a linear distance of approximately 1,100 m. Tree and vegetation removals on NCC land will be required to accommodate the proposed design, however, impacts to these features will be offset through tree and landscape plantings.  Tree and landscape plantings are proposed on NCC land within the project limits.

 

Natural features on NCC land where the proposed works will take place are generally limited and includes a minor area of mixed meadow habitat, deciduous forest types, a low-lying area immediately south of the Highway 174 on-ramp, as well as an unnamed tributary to Green's Creek, where a portion is identified as an unevaluated wetland. The remainder is occupied by the Pine View Golf Course.

 

The project is anticipated to commence after 2024 pending funding, and take approximately 2.5 years to complete.

October 12, 2023 – The public comment period on the project is closed. The National Capital Commission is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
