Displacement of the P15 Parking Lot - Gatineau Park

Parking lot P15 is currently located approximately 1 km from the intersection of Cross Loop Road and Cafferty Road in Chelsea, Quebec. It is one of the focal points of the service offer in the Meech Creek Valley sector of Gatineau Park.

The National Capital Commission (NCC) and the Municipality of Chelsea recently decided to close vehicle access on Cross Loop Road to transform it into a multi-use recreational trail. This decision had the effect of cutting off access to the existing P15 parking lot. In order to maintain a public parking in the area, the NCC is proposing to relocate P15 one kilometre to the north, immediately south of the intersection of Cross Loop Road and Cafferty Road.

The proposed project would take place on National Capital Commission lands and is subject to federal land use, design, and transaction approval under the National Capital Act.

The proposed parking lot site is currently cultivated land. The new parking lot will be composed of granular material and will maintain its surface area of approximately 7,000 m2. The project will also include the installation of an additional dry toilet, new signage, as well as new pricing machines.

The work will begin on or about September 1st and is expected to last four (4) weeks. The work will be carried out outside of the bird nesting period, which ends on August 28. No tree cutting is planned to accommodate the parking lot. The existing parking lot will be converted to cultivated or renaturalized land, allowing for bird nesting during the spring and summer.

June 23, 2023 – The public comment period on the project is closed. The National Capital Commission is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
