City of Ottawa Stormwater Management Outfall Rehabilitations

The City of Ottawa is proposing the rehabilitation of six (6) stormwater outfalls at 5 locations within the geographic limits of Ottawa, Ontario that exist within the urban area along the south shore of the Ottawa River. The proposed involves work in both previously disturbed and undisturbed environments. Rehabilitation work will occur on federal lands owned by the Royal Canadian Mounted Police and the National Capital Commission.   The rehabilitation of the outfalls is required due to ongoing deterioration associated with their end of life cycle. The works include rehabilitation/replacement of the current stormwater outfalls to the Ottawa River which will improve the overall resiliency of the structures and provide protection from shoreline erosion. A project works description for each outfall is provided below. It is expected that the work will occur August 2020 and be completed by December 2020. Project components at each location include:

 

OUT4312 & OUT4313 (Broadview)Removal and replacement of the existing headwall with railing, steel grate, and splash pad

•             Implementation of ice scour protection

•             Implementation of a scour pad to prevent erosion

•             Temporary cofferdam installation

•             Vegetation removals, excavation of existing material, minor regrading

OUT04452 (Boteler/Bolton)

•             Abandon existing submerged outfall in its current location including on land portion of the pipe up to the first upstream manhole

•             Remove and replace first upstream manhole

•             Install new partially submerged 2100 mm outfall pipe at the first manhole location approximately 25 m upstream

•             Installation of a new concrete headwall, railing, splash pad and ice scour protection

•             Temporary cofferdam installation

•             Vegetation removals, excavation of existing material, minor regrading.

OUT04504 (Birch Street)

•             Abandon existing submerged outfall in its current location including on land portion of the pipe up to the second upstream manhole

•             Installation of a new concrete headwall (located approximately 15 m upstream of the existing outfall), steel grate and railing. Install and connect a new 1,350 mm diameter concrete sewer from the second upstream manhole

•             Placement of armour stone around the new headwall for erosion and ice scour protection

•             Implementation of a scour pad to prevent erosion

•             Temporary cofferdam installation

•             Vegetation removals, excavation of existing material, minor regrading

OUT11723 (St. Laurent Blvd)

•             Replacement of the 375 mm diameter pipe between the first upstream and second upstream manholes

•             Removal and replacement of the first upstream manhole

•             Installation of an additional manhole upstream of existing manhole replacement

•             Vegetation removals, excavation of existing material, minor regrading

OUT11722 (Rockcliffe Airbase)

•             Remove last section of sewer, steel grate, and rip rap located around the end of pipe section

•             Installation of a concrete headwall with grate and railing

•             Installation of ice scour protection

•             Installation of a scour pad

•             Replacement of the sewer between the third (3rd) and fourth (4th) upstream manholes

•             Remove and replace fourth (4th) upstream manhole

•             Installation manhole between the third (3rd) and fourth (4th) upstream manhole

•             Temporary cofferdam installation

•             Vegetation removals, excavation of existing material, minor regrading

11 August 2020 – The public comment period on the project is closed. The Royal Canadian Mounted Police is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
