Protection on the embankment - Contrecoeur, Port of Montreal

The scope of work for this project consists in the installation of a new riprap protection on the embankment of the Contrecoeur Marine Terminal located at 1920 boulevard Marie-Victorin (route 132) in Contrecoeur. The existing embankment is located south of berths 1 and 2, and extends from the end of the steel sheet pile retaining wall (berth 2) to the south-western boundary of the property occupied by operator Logistec Arrimage Inc. The work area is 240 m long and varies between 6 to 10 m in width.

The work includes, but is not limited to, the following:

  • The installation of a floating curtain boom and floating absorbent barrier. The purpose of this equipment is to confine the work area and will be kept in place for the complete duration of the work.
  • Removal of plant cover and cleaning of the embankment. The surface of the embankment must be cleaned of debris such as pieces of concrete, garbage, pieces of metal, organic material or any other debris that does not consist of stone or mineral fill.
  • Excavation, reprofiling of the existing embankment and preparation of the base for the new riprap.
  • Disposal out of site of all excavated material.
  • Installation of new riprap, including extension of existing outfalls.

 

All planned work can be carried out from the top of the existing bank from the Logistec Arrimage site.

Work is scheduled for the fall of 2024, the time of year when the water level of the St. Lawrence River is at its lowest. Despite this, it is possible that some activities such as excavation of the existing ground for the proposed riprap key and installation of the new riprap will be carried out below water level. The portion of the work carried out above and below water level will be dictated by the period during which the work is carried out and the water levels observed at that time. The estimated duration of the work described above is four (4) months.

January 15, 2024 – The Montreal Port Authority (MPA), has determined that the proposed project of Repair of Protection on the embankment – Contrecoeur at the Port of Montreal is not likely to cause significant adverse environmental effects.

Deterioration of riparian buffer strips, fish and fish habitat

Work carried out during low-flow periods (August 1 to December 31, 2024), if not, between October 15, 2024 and March 31, 2025. Work will be carried out from land. No machinery will operate in water.

 

Soil erosion and sediment suspension

Installation of a sediment barrier at the bottom of the bank and/or a containment curtain along the work area to protect the water environment (river) and sensitive areas.

 

Storage of unconsolidated excavated materials at a distance of more than 15 m from the river and other water bodies, including covering these materials with an approved membrane.

 

Dispersal of recovered residual materials

Prioritization of management according to the 3RVE, compliance with applicable regulations and disposal at authorized sites.

 

Excavation of potentially contaminated soil

Generic APM requirements: Prioritized reuse of acceptable excavated material, compliance with applicable regulations, disposal at authorized sites and traceability, where applicable.

 

Dust

Sprinkling with water, covering materials likely to generate dust, and restoring drainage conditions, if modified.

 

Spills of new or residual hazardous materials

Development and implementation of an EUMP, environmental response kits, compliance with applicable regulations, dedicated storage and handling areas.

Noise

Use of wide-band back-up alarms, anti-noise devices on truck body panels, limiting idling.

Special requirements: Acoustic measurement equipment, speed limit signs on site, vehicle maintenance and inspection plan.

 

Biodiversity

Installation of barriers to limit intrusion. Field survey to identify the presence of geographic turtles. Where necessary, capture and relocation of individuals prior to site demarcation.

Comply with applicable regulations, and respect work periods.

Therefore, the MPA may perform any duty or function to enable the project to be carried out in whole or in part.
