Wharf Reconstruction, Containment Cells and Slipway Construction at Carters Point Small Craft Harbour, Halifax County, NS

The Small Craft Harbours Branch of Fisheries and Oceans Canada proposes to undertake a harbour improvements project at Carters Point Small Craft Harbour, located in the area of Murphy Cove near Ship Harbour in Halifax County, Nova Scotia. The proposed project will involve the reconstruction of the existing crib wharf, construction of two containment cells and installation of a new slipway The construction will consist of the use of heavy equipment such as excavators and haul trucks working from the existing cribwork wharf structure as it is being reconstructed as well as from the shoreline when the slipway and containments cells are being constructed.

The existing crib work wharf will be partially removed and encapsulated with a pile wharf structure. The top portion of the existing wharf will be removed to +0.00 (chart datum) to accommodate construction of the replacement pile wharf.  The new pile wharf will be constructed around the remaining portion of the existing wharf which will increase the wharf dimensions to measure approximately 63 m in length and 9 m in width.

Two small containment cells will be constructed along each side of the new wharf, these will be located south of the new slipway adjacent to the existing shore line protection and east of the existing wharf extending to the east property boundary.  The overall footprint of the containment cells will be approximately 1000 m2.

The new slipway will be approximately 37 m in length by 6  wide and consist of cast in place concrete slabs. The concrete slabs will be placed on a rock mattress constructed by placing core stone on the harbour bottom at a 1.5:1 slope and topped with a layer of clear stone . Armour stone will be positioned at a 1.5:1 slope on both the north and south sides of the slip way to provide additional protection.

February 3, 2023 – Fisheries and Oceans Canada - Small Craft Harbours has issued its Notice of Determination after evaluation of the project Wharf Reconstruction, Containment Cells and Slipway Construction at Carters Point Small Craft Harbour, Halifax County, NS and has determined that the project is not likely to cause significant adverse environmental effects with mitigation measures as outlined in their evaluation and can therefore proceed.
