Cunard Public Space, Halifax, NS

Develop Nova Scotia is proposing to construct a new public space (the Project) within Halifax Port Authority lands on the Halifax Waterfront, near the intersection of Lower Water Street and Morris Street (the Project Area).

Subject to detail design, feasibility and funding, the Project is proposed to include a new floating deck, gangway ramp, elevated "beach" area, play area, splash pad, discovery/observation deck, a look off point, new open space composed of both timber decking and pavers, and a restaurant patio. In the north portion of the Project Area, the 30 m by 6 m wooden floating deck will connect to the south side of the existing Helipad Pier structure. To construct the wooden floating deck, the existing breakwater that extends from the boardwalk will be removed. The 18 m by 3 m metal/wooden gangway ramp will connect the floating deck to new decking that will be located on the north side of the proposed beach area. A new breakwater may be constructed to the east of the floating deck to protect the new infrastructure (TBD during detailed design). To create the elevated beach area, surrounded by the existing boardwalk on the north, west and south sides, infilling will be necessary, as well as the construction of a new sea wall on the beach area's east side. In the centre of the Project Area, where a parking lot was previously located, the north portion of the existing boardwalk decking may be replaced with fiberglass grating to create a discovery/observation deck and seating may be added adjacent to the sea wall. A proposed play area will be developed beside the discovery/observation, requiring the existing sea wall alongside the boardwalk to be raised. Approximately 222 m2 of boardwalk/pavers will adjoin the discovery/observation deck to the south. A 10 m x 17 m area of the raised paver area will be designated for the installation of removable shading held in place by posts.

A faceted timber "Wave" deck, which will run diagonally southeast of the play area to a lookoff deck overtop of the water, is also be contemplated. An area of pavers will connect the play area and the decking to the restaurant patio in the southeast portion of the project area. The restaurant patio, also constructed of pavers, will occupy an area of approximately 246 m2.

The project schedule is September 2022 to Quarter 1 2024 pending finalization of design and approval.
