Enbridge Pipelines Inc. - Line 3 Replacement Program
On 5 November 2014, Enbridge Pipelines Inc. (Enbridge) submitted an application to the National Energy Board (NEB or Board) for the proposed Line 3 Replacement Program. Enbridge proposes to replace the majority of its existing Line 3 crude oil pipeline with a new pipeline between Enbridge’s Hardisty Terminal near Hardisty, Alberta, and Gretna Station, near Gretna, Manitoba.
The Project would include:
- the construction of approximately 1,096 km of new 914.4 mm (NPS 36) outside diameter crude oil pipeline, including approximately 25 remotely operated sectionalizing valves and ancillary facilities;
- 18 new pump stations and associated infrastructure and equipment;
- 3 new oil storage tanks (50,000 m3 each), including associated components and facilities, at the Hardisty Terminal;
- 24 communication towers; and
- the decommissioning of the corresponding part of the existing Line 3 863.6 mm (NPS 34) outside diameter crude oil pipeline.
Some temporary infrastructure, such as access roads, a worker camp, stockpile sites and contractor staging areas would also be required during construction.
The majority of the replacement pipeline would be situated adjacent to Enbridge’s Mainline System corridor. The typical width of the construction RoW would be 45 m, including 12 m of permanent easement.
If regulatory approval is obtained, construction of the new pipeline is proposed to start in the second quarter of 2016, with an anticipated in-service date in late 2017. Decommissioning activities are proposed to begin once the replacement pipeline is in service, and would take 12 to 18 months to complete.
Consultation and Cooperation with Other Jurisdictions
Section 18 of the Canadian Environmental Assessment Act, 2012 (CEAA 2012) provides that, as the responsible authority for this Project, the NEB must offer to consult and cooperate with respect to the environmental assessment (EA) of the Project with any jurisdiction referred to in paragraphs (c) to (h) of the definition of “jurisdiction” in CEAA 2012 subsection 2 (1) if that jurisdiction has powers, duties or functions in relation to an assessment of the environmental effects of the designated project.
If you believe you are such a jurisdiction under CEAA 2012 section 18, please self-identify with the NEB describing how you meet the definition of jurisdiction and explain your relevant EA power, duty, or function, as well as the activities your jurisdiction plans to undertake to exercise your powers, duties or functions to complete an EA of this designated project. The Board’s assessment process often includes steps that might be relied upon by other jurisdictions that have EA powers, duties or functions, or may be able to provide other opportunities for cooperation with the EA process of eligible jurisdictions if timely notice is provided. Accordingly, please write to the NEB as soon as possible and, in any event, no later than 10 days prior to the deadline for applying to participate with this information, so that opportunities can be explored.
