Westman Communications Fiber - Phase 2 - Clear Lake Cabin Area

Westman Communications Group proposes to install 5, 147 m of fibre optic cable into the Clear Lake Cabin Area in Riding Mountain National Park. The purpose of the project is to provide high-speed internet and data services through the installation of fibre optic cabling to the Clear Lake Cabin Area by means of a conduit system. It is part of a federal initiative to provide improved rural internet service in southern Manitoba with fibre-optic cables capable of carrying high-speed internet signals. The intent is to establish a series of small, excavated areas for the placement of 65 main vaults, and stringing the cable between each vault through a conduit installed using directional drilling. There will also be access points installed from the vaults to each lot at the side of each structure (approximately 514 locations). The specific locations and routes were selected based on specific existing infrastructure configuration. Construction is anticipated to commence in October and conclude in November 2024. Construction activities are anticipated to require 5-10 workers. Appropriate traffic control signage will be installed to ensure visitor and park personnel safety, with roads remaining open to traffic during construction. This project will be assessed using a basic impact assessment which will be conducted by a 3rd-party consultant working on behalf of Westman Communications Group. Riding Mountain National Park, Resource Conservation will be participating in the review and providing input into the basic impact assessment.

April 26, 2024 – The public comment period on the project is closed. Parks Canada is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
