Cartwright Port of Entry Redevelopment

In support of the Canada Border Services Agency's Border Transformation initiative, the Land Border Crossing Project seeks to renovate or rebuild 24 land border ports of entry (POE) to modernize its custodial facilities. Included as part of this initiative, is the project at Cartwright POE. It will consist of a prefabricated building that will be transported and installed at the location of the current port of entry. The new building will replace the current facility that is past its lifecycle, and will be rebuilt within the existing site footprint. The CBSA will use building and construction methods to reduce greenhouse gas emissions, contribute to sustainable development commitments by integrating climate change resilience into the design, construction, and operational aspects of the project and by reducing the environmental impact of structural construction materials using recycled and lower-carbon materials. Temporary facilities will be installed if required in order to keep the Port of Entry operational during construction.

The Cartwright POE is located on Provincial Highway 5, approximately 10 kilometers south of the town of Cartwright, Manitoba. The POE is located on 0.55 hectares on a single parcel of land. Surface drainage is anticipated to enter the ditch running north to south along Provincial Highway 5, prior to running through agricultural drainage ditches eastward. The Pembina River and associated Rock Lake are located approximately 25 kilometers to the northeast. The Cartwright POE is serviced by on-site wells which supply potable water and an on-site septic field.   

A Mitigation Management Form (MMF) was completed and all suggested mitigation measures to reduce environmental impacts will be enforced. As well, a Phase I Environmental Site Assessment, Geotechnical Investigation, and a Designated Substance Report were completed. An Archeological Potential Screening was completed in 2018 which found the anticipated potential for archeological resources to be low. The CBSA has and will continue to engage all potentially impacted Indigenous communities.
