Runway 18-36 Rehabilitation
Winnipeg Airports Authority Inc. must determine whether the proposed Runway 18-36 Rehabilitation Project at Winnipeg Richardson International Airport (YWG), located in Winnipeg, Manitoba is likely to cause significant adverse environmental effects.
To help inform this determination, Winnipeg Airports Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project
Winnipeg Airports Authority proposes to undertake the major rehabilitation of Runway 18-36 at Winnipeg Richardson International Airport (YWG). The scope of work includes asphalt pavement resurfacing of the runway surface, major electrical system reconstruction, and land drainage improvements including lift station replacement. Planned approach lighting system replacements will be undertaken with construction of runway end safety areas (RESA) on both runway ends to remain in compliance with Canadian Aviation Regulations.
Runway 18-36 consists of asphalt pavement surface over a composite pavement structure, 3352.8 meters (11,000ft) in length by 60.96 meters (200ft) in width with 2.0m wide asphalt shoulders. The project will maintain the existing footprint of runway with additions to ends for the new runway end safety areas. Construction work stages will be facilitated using temporary runway threshold/end displacements within runway strip including pavement, temporary markings and electrical installations to sustain continuous airport operations throughout construction period.
The proposed project will have staged construction with an anticipated two-year duration.
Activities of the project include:
Planned 2023 Construction Activities;
- Runway 18 pavement construction for Runway End Safety Area implementation (North end)
- Reclassification of runway 18 to a precision approach to support reduced visibility operations with construction of new runway 18 simplified short approach lighting system with runway alignment indicator (SSALR) and removal of omni directional approach lighting system (ODALS) for use with non-precision approach.
- Replacement of aircraft guidance signs.
- An airfield lift station replacement and associated land drainage piping, structures and controls works.
- Preliminary staging work for future construction phases.
Planned 2024 Construction Activities;
- Pavement rehabilitation on runway 18-36 and associated taxiway sections with milling, asphalt overlay and strip grading improvements.
- Implementation of new pavement markings.
- Local replacements and repairs to pavement sub-drain systems.
- Full replacement of runway high intensity centerline, touchdown, threshold and end lighting systems.
- Full replacement of runway high intensity edge lighting systems.
- Installation of inset and elevated runway stop bar systems at hold lines and installation of new inset taxiway centreline lights for each taxiway entry/exit for use during low visibility operations.
- Full replacement of the runway 36 approach lighting system with flashing lights (ALSF-2) for precision category 2 operations.
- Construction of runway end safety area (south end).
- Replacements of electrical feeders to instrument landing systems,
- Replacement of primary and secondary electrical circuiting, conduits, duct banks and new under pavement crossings with new directionally drilled conduits.
- Field Electrical Center upgrades to support runway lighting and electrical improvements.
The project will ensure the airport can meet and maintain safety, security and aerodrome standards required for continuous operations.

- Indigenous knowledge;
- community knowledge;
- comments received from the public; and
- technically and economically feasible mitigation measures.
Winnipeg Airports Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects. Therefore, Winnipeg Airports Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part..
