Runway De-Icing Liquid Storage Tank

This project is for the installation of a 30,000 L aboveground storage tank for runway de-icing fluid. The Regina Airport Authority (RAA) uses granular and liquid de-icing material to manage ice on airside surfaces. This de-icing material is composed of potassium acetate, an alternative to chloride-based de-icing materials. Potassium acetate is not considered a Toxic Substance as per the Canadian Environmental Protection Act (CEPA), and is not a hazardous substance as per Saskatchewan's Hazardous Substances and Waste Dangerous Goods Regulations.

In 2019, the RAA upgraded runway de-icing equipment to improve application. The upgraded equipment can apply a pre-mixed liquid, in addition to granular material. This project will provide on-site bulk fluid storage with the installation of an aboveground fibre-reinforced plastic tank, located on a concrete pad with spill containment at the RAA's Maintenance Garage.

The Regina Airport Authority (RAA) has determined that the proposed Runway De-Icing Liquid Storage Tank Project is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • impacts on rights of Indigenous peoples;
  • Indigenous knowledge;
  • community knowledge;
  • comments received from the public; and
  • technically and economically feasible mitigation measures.

The RAA is satisfied that that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the RAA may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part..
