Pier 23 Upgrade – St. John's Harbour Terminal

This is a non-designated project on federal lands or outside Canada. The listed authorities are responsible for the project assessment.

The Project will consist of the construction of two berthing dolphins adjacent to Pier 23. Constructions activities, including the potential for pile driving activities from a barge, will occur within 40 meters of the exiting Pier 23.  

Each dolphin will be supported by eight (8) 91.4 cm diameter steel piles embedded in the harbour floor and filled with reinforced concrete, for a total of 16 piles installed in water. A concrete deck will be cast on the piles for each dolphin and will include a catwalk to the existing Facilities, and fenders to protect berthing vessels from damage. Handrails and bollards (or quick release mooring hooks) will be affixed to the concrete deck.

Additionally, piles will be installed on the landside of the pier, to receive new bollards (or quick release mooring hooks). A total of 8 piles will be installed on land.  

Piping will be installed and upgraded at Pier 23 to allow for the offload of tankers servicing Irving's existing tank farm. This will occur on the landside, with no in-water works associated with this activity.

Pending all regulatory approvals, in-water construction is anticipated to commence in Q3 of 2026, with construction completion in Q2 of 2028.

February 16, 2026 – The public comment period on the project is closed. The Federal Authorities are considering comments received to date to inform its determination on whether carrying out of the project is likely to cause significant adverse environmental effects.
