O-Chi-Chak-Ko-Sipi First Nation Water Treatment Plant Upgrades

O-Chi-Chak-Ko-Sipi (OCC) First Nation Reserve No. 279 is located in the southern basin of Lake Manitoba, in the region Manitoba Parks Region, 120 km northeast of Dauphin and 300 km northwest of Winnipeg and accessible by all-weather roads. The existing water treatment system does not meet applicable guidelines, including those of Indigenous Services. Provincial requirements of Canada (ISC), Health Canada or Manitoba for surface water treatment. Furthermore, the system requires additional storage capacity to meet future community demands, provide for the fire protection needs, and meet the disinfection requirements for a surface water source. Therefore, a new Water Treatment Plant (WTP) and its associated components are proposed.

 

The current water distribution infrastructure consists of partial piped distribution, and partial trucked distribution. As a result of the upgrade, the newest subdivision (24 homes) will be converted from truck-hauled to piped distribution. The current wastewater infrastructure consists of decentralized, truck-hauled wastewater collection system. Generally, each residence/building has an independent wastewater holding tank which is emptied via sewage truck and transported to the Nation's wastewater lagoon. Approximately 66 wastewater holding tanks are in operation at present, based on the number of current homes. As a result of the proposed upgrade, the newest subdivision (24 homes) will be converted from truck-hauled to piped wastewater collection.

The proposed project includes:

• Construction of a new Water Treatment Plant (WTP) building and interior equipment with attached truckfill station,

• Installation of a new raw water intake pipe to withdraw freshwater from Lake Manitoba, which will be fitted with a Fisheries and Oceans Canada (DFO) compliant end-of-pipe screen and zebra mussel control system,

• Construction of a new raw water intake pumphouse and supply line to the WTP,

• Construction activities related to wastewater lagoon capacity upgrade including construction of a new low pressure sewer system and forcemain to transport wastewater from the connected homes/buildings to the wastewater lagoon,

• Installation of piping to connect the new WTP to the existing water distribution and sewer system for the community as well as service to the new subdivision (24 connections).

• Decommissioning of the existing WTP and raw water pumphouse.
