We have not had the opportunity to adequately review the most recent December 18, 2020 Project Design given the holidays and requirement to comment on CEAA draft conditions by February 3, 2021. We remind regulators that we are community volunteers who spend inordinate amounts of time keeping up to date with submissions. We also express dismay that the NRCB Pre-hearing took place before the latest design was released. We did not have any ...

  • Good Day,   On behalf of Jackie Barker, please find attached Transport Canada’s comments on the draft EA report.  Transport Canada appreciates the opportunity to review and provide comment on the draft EA report and draft potential conditions for the Springbank Off-Stream Reservoir Project.   Please find our proposed edits and comments (in track changes) of the draft EA report within the attachment.  Specifically, we have noted on Pages iv, 55, and 64 that the Canadian Navigable Waters Act should be referenced, rather than the repealed Navigation Protection Act.  Additionally, we have noted two comments/suggestions on Page 133 for your consideration.   We also reviewed the new version of the draft potential conditions and note that our previous comments were considered and therefore we have no further comments to provide for that ...

  • February 2, 2021. Ms. Jennifer Howe Springbank Off-Stream Reservoir Project Impact Assessment Agency of Canada IAAC.Springbank.AEIC@canada.ca Dear Sir/Madam: Thank you for the opportunity to provide comments on the 20210104 Draft Environmental Assessment Report for the Springbank Off-Stream Reservoir Project. We have serious concerns regarding the safety of the proposed Springbank Off-Stream Reservoir. Because of its location in the midst of communities and because the City of Calgary is only 18 km downstream, SR1 has been given the “Extreme” hazard rating which requires that it be designed to protect from a Probable Maximum Flood (PMF) or the Flood of Record. Alberta records show that floods 30% larger than the “estimated” 2013 flood occurred in 1879 and 1897 on the Bow AND ELBOW Rivers. However the proponent has advised that the Design Flood is for 1240 m3/s in spite of the fact that they report the ...

  • SR1 - NRCB Panel Decision re FWMC Appeal for Intervener Status
  • We are forwarding the attached letter from Ms. Laura Friend to you for your information, as we see you did not receive a copy and we had copied you with our letter of Appeal to NRCB.    We were very disappointed by this rejection of our appeal for Intervener standing as we have had concerns regarding the Springbank Off-Stream Reservoir project and feel these serious concerns regarding the safety of an undersized, earthern dam on the doorstep of Calgary, are not receiving the attention they demand.   Calgarians have been led to believe SR1 will protect them from another 2013 sized flood, but the evidence we have seen shows this not to be true.  If SR1 will not fully protect Calgary from a 2013 size flood, and would be overcome by a larger flood, this information should be revealed to all before more time and resources are wasted on ...

  • January 28, 2021 Appeal re Rejection for Intervener Status at the March 2021 NRCB Hearing on the Springbank Off-Stream Reservoir Project. Dear Ms. Friend: We are respectfully appealing the Panel Decision from the Board Pre-Hearing Conference – Application No. 1701. The reason given for denial of Intervener Status was that, in the panel’s view, our group did not establish “that they may be directly affected by the proposed project”. However, a notice from the NRCB sent out on September 23, “To All Parties interested in Participating in the NRCB Review Springbank Off-Stream Reservoir Project – Application No. 1701”, advised that indigenous groups, other interested parties, government authorities and Alberta Transportation would be provided with the opportunity to participate in the NRCB’s proceedings. The purpose of the review was described as being to ensure the NRCB had “adequate information to determine whether the SR1 Project is in the public ...

This letter reflects the review panel’s decision. This is the second standing request made by the FWMC. The first request was decided by the review panel in the NRCB Pre-hearing Conference Decision, issued December 10, 2020. That decision stated that the FWMC failed to establish a chain of causality that would connect the group to ...

  • November 20, 2020 Ms. Laura Friend Manager, Board Reviews Dear Ms. Friend: Re: Springbank Off-Stream Reservoir Proposal We appreciate the opportunity to participate in the Pre-Hearing Conference and provide our issues and concerns regarding the Springbank Off-Stream Reservoir Proposal. Water is the most vital and valuable resource of any country and therefore the public have trust that our governments and regulators will ensure our water resources are managed in the most effective, sophisticated and responsible way in order to serve the public interest. After reading information provided by the proponent and Stantec to the various Regulatory Boards, we have very serious concerns about the SAFETY of the proposed earthern dam to be built just 11 km from Calgary. The proponent has reported that “The off-stream dam has been classified as an ‘EXTREME’ CONSEQUENCE DAM and the floodplain berm ...
