Cape Norman Radar Communication site

The Canadian Coast Guard is undertaking a project to construct a new Radar Communications Site at the existing Cape Norman MCTS Site. The site is located north of Provincial Route 430, on the Northern Peninsula of Newfoundland.

The purpose of developing this new radar site includes but is not limited to:

  • Enhancing marine situational awareness for the Coast Guard and other federal partners such as National Defense and Port Authorities;
  • Addressing immediate gaps in radar coverage on Canada's East coast in support of marine safety activities;
  • Enhancing the Coast Guard's ability to identify vessels and to improve the common operating picture in the area;
  • Providing enhanced marine situational awareness for vessels approaching and exiting the Gulf of St. Lawrence

In general, project works are well underway on this site. Radar Installation is Scheduled for June 2022 with Permanent Radar operation scheduled for July 2022.

The scope of the project is to build a 24.4m steel radar tower with a 6.4m diameter rotating radar. The installation will follow all relevant industry standards. Associated equipment will be housed in the existing equipment building. Site access is restricted to the public with locking gates located around the radar tower.

The proposed implementation of the site development is as follows:

  • Winter 2018 – Preliminary Site Investigations:
    • Site survey
    • Site layout drawing
  • Summer & Fall 2020 – Construction Activities
    • Tower construction
  • Spring 2022 – Construction Activities
    • Radar installation

Environmental Assessments were completed in the project area prior to the implementation of the Impact Assessment Act in August of 2019. The purpose of this posting is to comply with Innovation, Science, and Economic Development Canada (formerly Industry Canada) Publication CPC-2-0-03. General information relating to antenna systems is available from the Government of Canada on the ISED website (www.ic.gc.ca/towers). Site work and operations will be conducted in compliance with Health Canada's Safety Code 6 radiofrequency exposure guidelines. It was determined that no aeronautical obstruction markers were required under Transport Canadas guidelines.
