Stanley Park Water Supply Tunnel Chilco Shaft Area – Amendment 1 (PER No. 19-046-01) and Transport Canada – Public comments invited 

March 17, 2023 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Stanley Park Water Supply Tunnel Chilco Shaft Area – Amendment 1 (PER No. 19-046-01), located at the Stanley Park Water Supply tunnel from the south side to the east side of Lost Lagoon are likely to cause significant adverse environmental effects. Written comments to be received by April 16, 2023. 

To help inform this determination and a decision on whether or not to approve the proposed amendment, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed amendment 

The Greater Vancouver Water District (GVWD, the Permit Holder) is planning to construct a new water main below the surface of Lost Lagoon at Stanley Park. This Project was captured under PER No. 19-046 – Stanley Park Water Supply Tunnel Chilco Shaft Area, however the Permit Holder has requested to amend the Project Permit to add additional scope components, amend condition #21 of the Project Permit to allow flexibility on the retention of existing utilities and extend the proposed completion date of the Project. The proposed changes to the existing Project Permit requires additional review to determine if the activities will result in significant adverse environmental effects.
