Fraser Grain Terminal – Grain Export Facility – Amendment 06 – Grain Cleaner - Public Comments Invited

November 18, 2020 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Fraser Grain Terminal – Grain Export Facility – Amendment 06 – Grain Cleaner, located at Fraser Grain Terminal, Surrey, B.C., is likely to cause significant adverse environmental effects. Written comments to be received by December 17, 2020.

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

Fraser Grain Terminal Ltd. (the Permit Holder) proposes to amend the scope of works approved under project permit PER No. 15-041 to include the installation of a grain cleaner as part of the Fraser Grain Terminal facility.

The proposed works would include the installation of an enclosed cleaning system comprising cleaning machines and a dust control system to minimize fugitive dust emissions. The machines would be supported by a three-level, steel support structure, with a concrete foundation, walkways, and stair/ladder access. The structure would be lower than the height of the adjacent grain silos, and would be enclosed on two sides to provide weather protection and noise attenuation. Also proposed, and integrated with the cleaning system, are two 4,200 cubic foot screening storage bins, three cleaner baghouses, an enclosed conveyance system, a loading spout and a single storey Modular Control Centre (MCC) building to hold new switchgear. An additional switching station module and transformer for high voltage power would also be installed.

The works would be located on the eastern side of the grain silos, adjacent to silos BN12 and BN14. The cleaning system would allow for the removal of dust, oversized or un-threshed grains, and other agricultural products (example chaff, leaves, pods, etcetera from wheat, canola, and peas) from the grain. The primary hours of operation would be 12 hours a day (overnight), 7 days a week, though cleaning may also take place during daytime hours on weekdays and weekends, should commercial and seasonal conditions require. Construction and commissioning works for Fraser Grain Terminal are ongoing, though nearing completion; these works are proposed to commence in the winter of 2020/2021 and complete in early summer 2021.
