Concerned about transportation and other things

The nuclear waste will be transported on a highway which is a common site for accidents in the winter and summer conditions. Something that stood out to me was from 10.3 "Transportation of Dangerous Goods Regulations and are not considered part of the Project’s designated or incidental activities." Yes, while this project is not solely responsible for the regulations on transporting dangerous goods, and I can see why it is excluded in the report- I am curious to know where I should look for the company's plan for if things go wrong. if there is an accident on the highway, if there is an issue and the nuclear waste does not make it to the storage site or has leaked out somewhere in transport to the site, how much is NWMO responsible for? If there are any potential risks that happen and result damage to the environment and the surrounding communities, what happens? Is there a plan to fix or manage spills should they occur? What is the plan, and how are the people that are claimed to be valued and listened to going to be protected should things go wrong? I did not see a reference to any other document that may detail it, or an indication risks have been evaluated- or plans for potential damage to the community has been fully addressed.
