Risk Management of Transportation Risk

I would love to review the Risk Management analysis for this proposed Deep Geological Repository.  Having worked with risk management I've learned that to manage and mitigate risk the first step is to calculate the impact any risk will have multiplied by the likehood of that risk occurring and then to assess any mitigations to reduce that risk.  If ANYTHING were to go wrong  with NUCLEAR products even should the likehood of that event be assessed as very low there would be  catastrophic impacts resulting in a very high risk rating.  When analyizing the risk factors for this project I'm willing to bet that the transportation risk along with the risks of handling and repackaging this nuclear waste were rated as its HIGHEST risks.  How nice to be able to simply say that we will therfore simply not consider this risk.  How can these risks simply be elimated from consideration?  You can't take such a high risk exposure and say it will be reviewed at a later date.  How many millions will be spent by the time the highest risk factors are taken into consideration!
