Dear Regulators,

Re:         GCT Deltaport Berth 4 Expansion Project

Ocean shipping is a key component of the global supply chain, distributing goods and services to all corners of the world.  OOCL, an international ocean carrier, is a critical part of an integrated global network that involves a very diverse range of stakeholders - from suppliers, manufacturers, to warehouse, intermodal and transportation and logistics service providers where all of us play an integral role in the movement of goods from the point of origin to retail outlets or, in today’s world of e-commerce, right to the consumer’s doorstep.

OOCL also takes safety and security very seriously in all aspects of our operations.  That is why we took special attention to a recent report by the Transportation Safety Board that raised concerns over the potential safety risks of working with today’s global fleet of mega-sized vessels calling the south shore terminals at the Port of Vancouver.  This report serves as a strong reminder to the port community of the need for investments in infrastructure and expansion at the Port of Vancouver to prepare for sustainable growth and meeting the evolving needs of the industry.  Another analysis conducted by a consultant at Mercator indicates that the Canadian west coast ports have demonstrated cost-advantages over their counterparts in the USWC.  This finding also supports the call for such investments to raise port competitiveness and become a destination of choice for global supply chains.

Canadian west coast ports are strategically located on the Pacific coast of North America and OOCL supports sustainable infrastructure projects to increase terminal capacity for growth and meeting the needs of the industry into the long-term future.  OOCL has long established strong and lasting relationships with our supply chain partners in Canada and their success is our success in keeping trade moving as efficiently and effectively as possible.

Thank you for the opportunity to provide our comments.

Sincerely,

Grace Liang

President

OOCL (Canada) Inc.
