Keltic Loop Road Rehabilitation - Cape Breton Highlands National Park

The purpose of this project is to assess the condition of the existing roadways, as well as the related buried infrastructure and erosion issues. Following the assessment, a consultant will provide the best options for the redesign/rehabilitation of the roadway and buried infrastructure. Once the design has been developed, construction may take place in phases over the site's off-seasons. Keltic Road consists of a one directional looped road, providing access to the Keltic Lodge and Highlands Links Golf course properties. Over the past decade, significant erosion has occurred along the roadway. Failure in the site's water system, which is over 50 years old and runs beneath much of the existing roadway, is leading to increased road instability. A portion of the Keltic In-Road washed out in January 2020 following a water line failure, and has been temporarily rerouted to provide access to the site.

Based on the Terms of Reference developed for the project, the planning stages, which will consist of assessments and design of the roadway and buried infrastructure, are expected to take place between 2020 and 2021. Construction, which includes (Out-Road twinning, water line replacement, etc.), is expected to take place in three phases between 2021 and 2024.

Given the nature of this project, which involves moving/expanding existing roadways, a Detailed Impact Assessment is considered to be the most applicable IA Pathway based on the criterion which specifies projects involving new or expanded roads.

11 October 2020 – The public comment period on the project is closed. Parks Canada is considering comments received to help inform its determination on whether the carrying out of the project is likely to cause significant adverse environmental effects.
