Fraser Grain Terminal - Grain Export Facility - Project Permit No. 15-041-05 - Amendment (Condition 36 - Extended Hours)

Fraser Grain Terminal Ltd. (the Permit Holder) proposes to carry out physical activities related to the filling and settling of the grain storage bins, as part of the construction of the Fraser Grain Terminal Grain Export Facility, continuously (24 hours, 7 days a week) for approximately 8 weeks in the period from August 31, 2020 to October 25, 2020. The Permit Holder also proposes to carry out physical activities related to the installation of the final utility protection slab and completion of the rail installation for the new rail loop between 7:30 a.m. and 4:00 p.m. on Sundays from August 2 2020 to October 4, 2020. These works would require an amendment to condition 36 of the approved Fraser Grain Terminal Grain Export Facility project permit (PER No. 15-041), which states:

36. All general construction and physical activities related to the Project shall be conducted from Monday to Saturday between the hours of 7:00 am and 8:00 pm. No construction and physical activities shall take place on Sundays or holidays. To modify these hours the Permit Holder must submit a plan, describing proposed activities and additional mitigation, to VFPA's satisfaction no less than 20 business days prior to the desired start date.

The scope of the amendment in relation to the filling and the settling of the grain storage bins is being requested to help minimize any rail traffic impacts to the Port Authority Rail Yard (PARY) and to minimize stationary railcar times. The fill procedure requires the gradual and uniform loading of the bins in order that the foundation/soil mass beneath the bins experience an equal and uniform pressure. The facility will receive grain via railcars and load the grain into the bins using the conveyancing equipment.

The scope of the amendment in relation to the protection slab and rail installation works is being requested to maintain the construction schedule and support the completion of the rail loop track in advance of grain being received for the filling and settling of the grain storage bins.  The project components associated with this request include the installation of the protection slab near the intersection of Robson Road and the FGT Main Access Road, to provide protection to the underground Metro Vancouver and Fortis Gas utilities. Other works include the installation of temporary shoring piles and helical screw piles, installation of vibration/settlement monitors, excavation, welding, installation of casing, wood forming, placing rebar, pouring concrete, stripping forms, patching and backfilling.

The Vancouver Fraser Port Authority understands that noise generated in relation to the works concerning the filling and settling of the grain storage bins is expected to be consistent with anticipated noise levels once the site is operational. Noise levels in relation to the protection slab and rail installation works are anticipated to be consistent with current daytime noise levels observed at the Fraser Grain Terminal construction site
