Micro Modular Reactor Project at Chalk River

Global First Power is proposing the site preparation, construction, operation, and decommissioning of a single small modular reactor, using Micro Modular Reactor (MMR) technology. The proposed project is located at the Chalk River Laboratories site, in Renfrew County, Ontario, approximately 200 km northwest of Ottawa. The proposed project includes a nuclear plant, which would contain a MMR High Temperature Gas-cooled Reactor that would provide process heat to an adjacent plant, via molten salt. The MMR would produce approximately 15 Megawatt (thermal) of process heat to generate electrical power and/or heat, over an operating life-span of 20 years.

Under the Nuclear Safety and Control Act, Global First Power's proposal requires approval and licensing by the Canadian Nuclear Safety Commission (CNSC). An environmental assessment (EA) conducted under the Canadian Environmental Assessment Act, 2012 is required, and an EA decision affirming that the proposed activities will not cause significant adverse environmental effects, before the CNSC can make a licensing decision on this proposal.

January 27, 2020 - In May 2020, the CNSC will render a decision on the proposed scope of factors to be considered in the conduct of an EA for the Micro Modular Reactor Project.  The decision will be based on written submissions to the Commission. Through its Participant Funding Program, the CNSC is offering assistance to Indigenous peoples and members of the public in reviewing CNSC staff’s submission and associated documents on the scope of factors to be considered in the EA for the proposed MMR Project, and in participating in the Commission hearing process, by providing topic-specific submissions to the Commission. The deadline for submitting a completed participant funding application form to the CNSC is February 10, 2020.

August 28, 2019 - Canada’s new Impact Assessment Act (IAA) came into force. Under the transitional provision set out at section 182 of the IAA, given that the proposed Micro Modular Reactor Project at Chalk River commenced under the Canadian Environmental Assessment Act, 2012 and a decision statement has not yet been issued, the project will continue under the process set out in the CEAA, 2012. January 29, 2020 - A public participation period and an application period for federal participant funding are underway.
