Environmental Assessment of the Proposed Raven Underground Coal Mine Project

Compliance Coal Corporation, doing business as Comox Joint Venture (the Proponent), is proposing to develop the Raven Underground Coal Mine Project (the proposed Project) approximately 20 kilometres south of Courtenay on eastern Vancouver Island, in British Columbia (BC). The Proponent proposes to transport coal from the mine by truck on existing highways 80 kilometres to the port of Port Alberni. Port upgrading work at Port Alberni is proposed by the Proponent to enable shipment of coal offshore.

The proposed Project is subject to review under the Canadian Environmental Assessment Act and BC's Environmental Assessment Act.

The Canadian Environmental Assessment Agency (CEA Agency) and the BC Environmental Assessment Office (EAO) are inviting the public to attend public meetings as part of the public comment period on the draft Application Information Requirements/Environmental Impact Statement Guidelines document (draft AIR/EIS Guidelines document), which specifies the studies to be conducted and information to be provided by the Proponent in its Environmental Impact Statement and application for a provincial Environmental Assessment Certificate.

Public meetings are being conducted during this comment period:

Displays containing information on the proposed Project and the draft AIR/EIS Guidelines will be available for public viewing from 2 p.m. to 5 p.m. At 6 p.m. there will be presentations by the CEA Agency and the EAO on the cooperative environmental assessment process, followed by a presentation by the Proponent on the proposed Project. At 7 p.m., there will be a formal question and answer period. The CEA Agency and EAO will accept and record public comments as part of this question and answer period.

Public Comment Period

If you are unable to attend a public meeting, you may still wish to make a written submission. Written submissions will continue to be accepted until June 27, 2011. Submissions sent by mail must be postmarked no later than June 27, 2011. All comments received during this comment period will be considered.

After taking public comments into consideration, and ensuring that the Proponent's responses are adequate, the CEA Agency and the EAO will finalize the AIR/EIS Guidelines document and issue it to the Proponent.
