June 23, 2026 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) is proposing a project. The Temporary Modular Workspaces (TMW) scope of work includes construction of new one-story, partially prefabricated trailer buildings. The objective is to provide temporary accommodations for staff currently using Buildings MA26 and MB38, during construction activities in these buildings. The planned configurations of the TMW buildings are detailed as follows:

  • One (1) building with a footprint of 910 m2;
  • One (1) building with a footprint of 856 m2;
  • One (1) building with a footprint of 776 m2;
  • Two (2) buildings each with a footprint of 307 m2.

Each TMW building will connect to utility infrastructure services existing on (or adjacent) the site. Installation of new utilities includes electricity, communications, water and sanitary/storm services. While the majority of utility infrastructure will be installed below ground, new poles will be installed for connection to electricity. A new access route (road) will be constructed from Craftsman Boulevard at the south aspect of the site, to an existing parking lot northeast of the site. Temporary walkways for employee access and snow clearing will also be created. Due to the shallow bedrock at the site location, the buildings are anticipated to be constructed upon a foundation of strip footings and rock anchors. Construction activities for the project are expected to commence Fall 2026, for completion by Fall 2027.
