Tataskweyak Cree Nation - Water Treatment Plant Upgrade

– Public Comments Invited

February 2, 2023 – Indigenous Services Canada must determine whether the proposed [project title], located in Tataskweyak Cree Nation is likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

The proposed project (the Project) involves the design and construction of:
•a new WTP located on a 720 m2 area on a partially forested site located 4.6 km northwest from the existing WTP at
approximate UTM coordinates 14 V 674972 m E 6238410 m N (the Site; Appendix A: Figure 1, Appendix B: Photo
ID 2-4)
• upgrades to the existing WTP, located at approximate UTM coordinates 14 V 679391 m E 6236830 m N, to convert
it into a booster station with a capacity of up to 32 L/s to service the approximately 550 residents located on the
peninsula (Appendix A: Figure 1; Appendix B: Photo ID 1)
• a 3 m diameter concrete wet well with intake pumphouse located at approximate UTM coordinates 14V 670219 m
E 2641788 m N, equipped with 3 x 21 L/s submersible pumps to convey raw water to the new WTP (Appendix A:
Figure 1)
• a new raw water intake structure located approximately 250 m northwest of the intake pumphouse in Assean
Lake, installed to a depth of approximately 6-8 m underwater, connecting to the wet well via 300 mm raw water
intake pipe (Appendix A: Figure 2)
• installation of approximately 7.6 km of 300 mm watermain from the intake pumphouse to the new WTP
• an approximately 5 km long, 6 m wide gravel access road within an approximately 20 m wide right of way
connecting Provincial Road 280 on the west side of the TCN lagoon and heading northeast connecting to the intake
pumphouse, following the same alignment as the proposed watermain shown in Appendix A: Figure 2
• approximately 2.6 km of watermain upgrades (see Appendix A: Figure 2) including:
o a 2.6 km long, 300 mm watermain connecting the new WTP to the existing community distribution system
o approximately 40 m of minor sizing upgrades to the existing water distribution system
o approximately 1.4 km of process wastewater line to convey concentrated intake water that has not been chemically treated, from the new WTP to discharge to Split Lake (Appendix A: Figure 2).
The proposed water system upgrades will provide treated water that meets drinking water quality guidelines and 20-year
calculated flow requirements.
