Notice of Determination

Surrey, B.C. –October 11, 2022– The Vancouver Fraser Port Authority has determined that the proposed Metro Vancouver Maple Ridge Forcemain Scour Protection located at the Fraser River approximately 400 metres downstream of Barnston Island, Surrey, B.C. is not likely to cause significant adverse environmental effects; 

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • Development and implementation of a spill, containment and clean-up plan.
  • Waste and debris will be collected and disposed of at suitable upland locations.
  • Machinery will be maintained in good mechanical condition free of fluid leaks, invasive species and noxious weeds.
  • No direct or indirect discharge of deleterious substances of any type will be released to water frequented by fish which may adversely affect fish or fish habitat in a manner contrary to Section 35 of the Fisheries Act.
  • No in water work during the fisheries sensitive period from March 1 to June 15, unless approved by DFO.
  • No disturbance of the river/seabed outside of the project area.
  • Scour protection rock will be clean and free of fines and shall be lowered through the water column for placement.
  • Work will stop immediately if fish or fish habitat is believed to be harmed.

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
