Pattullo Bridge Gas Line Decommissioning – Public comments invited 

September 16, 2022 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Pattullo Bridge Gas Line Decommissioning, located at 11090 Olsen Road, adjacent to Highway 1A on the south side of the Pattullo Bridge in Surrey, B.C., are likely to cause significant adverse environmental effects. Written comments to be received by October 15, 2022. 

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project 

FortisBC Energy Inc. has an existing gas line that utilizes the Pattullo Bridge to cross the Fraser River between Surrey and New Westminster, British Columbia. Due to the Pattullo Bridge replacement project, FortisBC Energy Inc. is proposing to decommission and abandon the existing gas line on either side of the bridge. The abandonment work would require approximately six excavation sites to access the underground infrastructure. Each site would be excavated using hydrovac to expose the gas line, sectionalized from other abandoned segments and capped, followed by filling it with a flowable grout material to prevent collapse. Approximately one of the six excavation sites is located within the port authority's jurisdiction, located at 11090 Olsen Road, adjacent to Highway 1A on the south side of the Pattullo Bridge in Surrey. This site would be excavated to approximately 24 square metres and approximately two metres deep. Upon completion of the abandonment activities, each site would be restored back to a pre-construction condition.
