Metro Vancouver Annacis Main 3 Scour Protection project – Public comments invited 

August 2, 2022 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Metro Vancouver Annacis Main 3 Scour Protection project that occurs within the Annieville channel on the south arm of the Fraser River between Annacis Island and Surrey, B.C. is likely to cause significant adverse environmental effects. Written comments to be received by August 31, 2022

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project 

Metro Vancouver is proposing to place scour protection consisting of a blended rock riprap apron around the Metro Vancouver Annacis Main #3 sanitary line to prevent erosion. Annacis Main #3 crosses the Annieville Channel on the south arm of the Fraser River between Annacis Island and Surrey, BC.  

The proposed apron will be approximately one metre thick and is comprised of two portions (east and west) both tying into one side of riprap placed in 2014. The west portion will upgrade and extend riprap placed in 1995. The east portion will extend the length of the apron toward the east bank. The surface area of the combined apron is approximately 11,523 square metres with an estimated quantity of blended apron material is approximately 9,510 cubic metres.  

Project works will consist of limited excavation of the Annacis Main #3 and placement of blended rock on the riverbed from a barge using an excavator equipped with a clamshell bucket. The project will require approximately 21 days to complete and is proposed to occur in January to February, 2023.
