Rehabilitation of embankments in various sectors of the National Battlefields Park cliff, in Quebec City – Public Comments Invited

July 13, 2022 – The National Battlefields Commission (NCBC) must determine whether the project to repair embankments in various sectors of the Battlefield Park cliff, located in Quebec City, Quebec, is likely to cause significant adverse environmental effects.

To help inform this determination, the NCBC is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.

The Proposed Project

The National Battlefields Commission (NCBC) wishes to carry out maintenance and repair work on the retaining and securing works of various embankments on its Plains of Abraham property starting in the fall of 2022. The worksites are located along the embankments of Champlain Boulevard and Champlain Street, between Gilmour Hill and the Cap-Blanc stairs.

The first part of the work consists of carrying out the maintenance, repair and rehabilitation of existing structures, such as retaining nets against falling rock. The objective of this work is to ensure adequate performance of the structures until the end of their useful life. The second part of the project consists of building new retaining structures to secure embankments composed of rock or soil. The objective is to stabilize sites that are considered to posea risk to public safety.
