April 26, 2022 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

The Department of National Defence (DND) has proposed a project. The existing installation at Yarrows Substation has been in place since the 1990s. In order to mitigate existing cabling and loading issues, upgrades to the system are required. The existing 45kVA transformer within the substation enclosure will be removed and replaced with a 112.5kVA transformer. The existing 200 amp panel will be replaced with a larger 400 amp panel to accommodate the additional capacity. New wiring will be provided through underground conduits to support the two new power kiosks, as well as the two existing hazmat containers and the washroom trailer. The hazmat containers will also have additional, dedicated ground connections provided, which will go back to the substation. Finally, an arc flash hazard assessment will be completed as part of the final construction process.
