AZA Granular Procurement and Roadway Design-Build Construction

January 10, 2022 – Indigenous Services Canada must determine whether the proposed AZA Granular Procurement and Roadway Design-Build Construction, located in Animbiigoo Zaagi'igan Anishinaabek, is  likely to cause significant adverse environmental effects. To help inform this determination, Indigenous Services Canada is inviting comments from the public respecting that determination.

The Proposed Project

AZA Roadway Granular Procurement and Design-Build Construction

This project continues the development of AZA's community infrastructure.  This project builds on the extensive and thorough planning and construction phases already undertaken by the community over the past several years.  In recent years, the main access road has been upgraded to begin the development of the First Nation community.  The enhancement of this main road has allowed the First Nation community to develop further infrastructure, specifically to the power distribution.  To continue the growth of this First Nation community, AZA have recently been approved by Canada and Housing Corporation (CMHC) for 6 residential homes.  Currently, the area for these potential homes have already had Hydro One install their poles with transmission lines, been surveyed and cleared.  The continuation of primary and secondary roadwork will be critical for development of the First Nation to keep the community accessible from Highway 11.
 
This project will start and finish in the 2022/2023 fiscal year, utilizing a material procurement and Design-Build methodology.  The material procurement will take place at the beginning of the 2022/2023 fiscal year when funding becomes available.  Prior to the beginning of the 2022/2023 fiscal year, the RFQ will be prepared for the possibility of accepting quotes at the end of the 2021/2022 fiscal year, pending funding.  We will obtain the services of a granular supplier and stockpile the granulars in the First Nation Community.  Having granular material supplied and delivered during the onset of 2022/2023 will allow AZA to take advantage of aggregate contractors outside their peak season.  This will allow AZA to purchase aggregate at a lower cost vs premium value during the spring and summer months which is high peak road construction season in Northwestern Ontario.  The Design-Build portion of the project will begin at the beginning/middle of the 2022/2023 fiscal year where one entity will be responsible for design and construction of the roads.  Having the Design-Build road construction tendered and ready for shovels in the ground as soon as the ground thaws will allow AZA to take advantage of the time of the year when Road Construction Contractors are actively searching for projects and their prices are at their most competitive rates.
