September 27, 2021 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. The Proposed Project

The Department of National Defence (DND) has proposed a project to construct a new headquarters building. Construction of the new headquarters will consolidate 9 Wing headquarters' functions. The project consists of constructing an approximately 806m2 headquarters building, which will be one story on a slab, to house 9 Wing command, comptroller, and administrative staff. Parking areas will be constructed on the north and south sides of the new headquarters with a lane connecting the two parking lots on the east side of the building. The project will address the space deficiencies, the human health and safety concerns, security and fire code deficiencies, and quality of life issues inherent in the existing headquarters facility. The site of the new headquarters will be in the northern area of 9 Wing, bordered by James Boulevard to the north and Washington Avenue to the east. The new building will provide a purpose-built facility for 9 Wing command, comptroller, and administrative staff who have been housed in temporary accommodations since 2010. Deliverables are expected to include, but not be limited to, closed and open offices, heated storage, and common areas in accordance with the Government of Canada's Workplace standards and guidelines.
