Notice of Determination

North Vancouver, B.C. – June 30, 2021 – The Vancouver Fraser Port Authority has determined that the proposed Permanent Relocation of Barge Maintenance Terminal located at 10 Pemberton Avenue, North Vancouver BC, is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • The Permit Holder will meet the requirements of the Fisheries Act. They will prevent deleterious substances from entering the aquatic environment and avoid impacts to fish and fish habitat.
  • A spill prevention, containment and clean-up plan will be developed for the Project. Appropriate spill containment and clean-up supplies shall be available on the Project site at all times and all personnel working shall be trained on the spill prevention.
  • A Construction Environmental Management Plan (CEMP) has been developed for the Project and includes environmental mitigations, emergency response, environmental monitoring, and training for project personnel
  • All construction equipment will be maintained in good mechanical condition and free of fluid leaks, invasive species, and noxious weeds
  • All piles will be removed completely by extracting the entire length of the pile from the seabed. If physical conditions result in the breakage of the piles, the Permit Holder will remove the remaining pile stubs with the least amount of disturbance of the seabed as possible. All piles will be driven with a vibratory or drop hammer.

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
