Portside Road Extension and Bridge – Public comments invited

June 23, 2021 – As part of its Project and Environmental Review process, the Vancouver Fraser Port Authority must determine whether the proposed Portside Road Extension and Bridge, located adjacent to the existing Richmond Logistics Hub, across No. 7 Canal into Area IV in the City of Richmond, B.C. is likely to cause significant adverse environmental effects. Written comments to be received by July 22, 2021.

To help inform this determination and a decision on whether or not to approve the proposed project, the Vancouver Fraser Port Authority is inviting comments from the public respecting that determination. All comments received will be considered public and may be posted online.  For more information, individuals should consult the Privacy Notice on the Registry website. In addition, your contact information may be shared with third parties, e.g., the tenant, other relevant agencies, to help respond to your questions and inform possible mitigations.

The proposed project

The port authority is proposing to extend the existing Portside Road in the City of Richmond through the provision of a new three-way intersection and the construction of a two-span bridge structure over the No. 7 Road and Canal, connecting port authority lands located on either side. The No. 7 Canal lies within a 20 metre-wide City of Richmond right-of-way, which runs north-south, separating the eastern area, commonly known as Area IV, and the Richmond Logistics Hub site on the east side of the canal. Area IV is located to the west of No. 7 Canal and is currently vacant, with no formal roadway access or utility infrastructure except for the Vancouver Airport Fuel Delivery tank farm site, which is accessed and serviced from the west of the parcel.

The purpose of the project is to provide dedicated roadway access, which includes the bridge, and for the allowance of future utility service connections to expand the Richmond Logistics Hub into Area IV's vacant parcel. The road and utility stub connections will extend to a maximum of 40 metres into Area IV, with the expectation that the road and utilities will be extended further as part of the future development of Area IV (schedule not yet confirmed).
