Notice of Determination

North Vancouver, B.C. – March 16, 2021– The Vancouver Fraser Port Authority has determined that the proposed New Float Installation located at 2250 Farrer Cove Place, Belcarra, BC, is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • The development and implementation of a spill prevention, containment and clean-up plan.
  • No direct or indirect discharge of deleterious substances of any type will be released to water frequented by fish which may adversely affect fish or fish habitat in a manner contrary to Section 35 of the Fisheries Act.
  • Waste and debris will be collected and disposed of at suitable upland locations.
  • Machinery will be maintained in good condition free of fluid leaks, invasive species and noxious weeds.
  • No barge of other vessels will ground or otherwise disturb the foreshore or river/seabed.
  • No sediment, sediment-laden waters, or other deleterious substances are permitted to enter the water during the Project. Work will be undertaken in a manner that prevents induced sedimentation of foreshore and near shore areas and induced turbidity of local waters, and the release of sediment, sediment-laden waters, and turbid waters to the aquatic environment.
  • There will be no disturbance of the river or seabed outside of the Project site.

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
