Public Comment Period on Intent to Make a Determination

January 14, 2021 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

Rogers is proposing to install a 40 metre high monopole cell tower as part of the federal initiative to make sites available on federal property. The cell tower will be placed on undeveloped land in a 10 metre by 10 metre fenced area with no ancillary structures. Construction is planned for mid to late 2021 with an estimated duration of 4-6 weeks.

In the late 1990s, subsurface soil excavations in the vicinity of the project area uncovered soil contamination. This is the primary environmental concern and the contract will ensure that all soil removed from the property will be tested and disposed of in accordance with Ontario Regulations.

The location of the proposed project is in Fort Henry Heights, CFB Kingston, approximately 25 metres south of Highway 2 and 100 metres east of Niagara Park.
