Notice of Determination

Surrey, B.C. –January 6, 2021– The Vancouver Fraser Port Authority has determined that the proposed Fraser Grain Terminal – Grain Export Facility – Amendment 06 – Grain Cleaner, located at Fraser Grain Terminal Ltd. at 11041 Elevator Road in Surrey, British Columbia, is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • Environmental Noise and Air Assessments and modelling showed no significant increase in noise levels or air emissions compared to projected operating conditions
  • Noise monitoring will be undertaken to confirm the predictions of the Environmental Noise Assessments
  • All grain cleaning and conveyance equipment will be enclosed and equipped with a dust control system to minimize fugitive dust emissions
  • The Air Emissions Management Plan will be updated to include the grain cleaner

The Vancouver Fraser Port Authority is satisfied that the carrying out of the project is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, exercise any power, perform any duty or function, or provide financial assistance to enable the project to be carried out in whole or in part.
