Public Comment Period on Intent to Make a Determination
Heating System Conversion – Buildings 280 and 281

January 11, 2021 — The Department of National Defence must decide whether the proposed project is likely to cause significant adverse environmental effects.

To help inform this decision, the Department of National Defence is inviting comments from the public on the project and its potential effects on the environment. All comments received will be considered public. For more information, individuals should consult the Privacy Notice on the Registry website.

The Proposed Project

This project consists of work execution, labor, materials/supplies and tools needed for the heating system conversion of building 280 and 281, from gas to electrical. Work includes but is not limited to replacement of gas boilers by electric boilers, including piping system and related insulation and also includes cancellation of former natural gas network connection. Structural work is planned, including roofing work for the disassembly of the air intake and chimney, replacement of partitions, concrete slab, doors and windows etc. Control system work to connect new equipment to the central system, electrical work for the power supply of the new heating system, lighting, fire alarm etc. A new electric main is needed including former transformer replacement, concrete slab, wiring etc. Excavation will be necessary for the electric main construction, including cutting three trees and off-site disposal of soil. The site is registered on the Federal Contaminated Sites Inventory. Final restoration includes sodding, flower bed restoration, tree planting and paving of a section of the parking lot.
