Notice of Determination

Fraser Grain Terminal – Grain Export Facility – Amendment (Condition 36- Construction Hours) - Surrey B.C. –  July 31, 2020 – The Vancouver Fraser Port Authority has determined that the request to carry out certain construction and physical activities, related to the above project, outside the construction hours stated in condition No. 36 of Project Permit PER No. 15-041, is not likely to cause significant adverse environmental effects.

This determination was based on a consideration of the following factors:

  • Impacts on rights of Indigenous peoples
  • Indigenous knowledge
  • Community knowledge
  • Comments received from the public
  • Technically and economically feasible mitigation measures

Mitigation measures taken into account for this determination are:

  • Staff travel will be coordinated to minimize traffic in surrounding areas.
  • Mitigation measures that were part of the project and environmental review of Project Permit PER No. 15-041

The Vancouver Fraser Port Authority is satisfied that the carrying out of Amendment PER No. 15-041-05 is not likely to cause significant adverse environmental effects.

Therefore, the Vancouver Fraser Port Authority may carry out the project, as amended, exercise any power, perform any duty or function, or provide financial assistance to enable the project, as amended, to be carried out in whole or in part.
